This is Agent Matson reporting in. I have been assigned as the leading surveillance officer on Mintor's ongoing investigation after Agent Wilkes and his team were re-assigned to another detail. I have brought with me my hand-picked team of ace intelligence specialists, as well as several niche specialists in fields such as neuromechanics and neurobiology. I aim to discover all that can be told of Subject M61809's intentions and activities.
We have begun our analysis on the micro-cranial implant after familiarizing ourselves with previous reports. Initial tests have just started to gather data and adapt the implant to his individual brain waves. His brain map is not yet complete and should take at least another two weeks. In the mean time, we have gained access to most of his thoughts. However, there is still some data that is not yet readable nor translatable, so we have been limited to the information available. This is still a great improvement over the data we had available previously, as Mr. Mintor had almost completely disappeared off our "radar" so to speak. I have high hopes that, with this hardware, we will soon be able to unravel his many secrets, and even regain access to his neo-com and other non-cranial databases with relative ease.
For now, all we have to study is a scramble of random thoughts and other outbursts. We're not sure yet if there is a malfunction with the implant, or if Subject M61089 thinks in patterns that could be best described as "mental tourettes."
In addition to the brain analysis function of the implant, there is also a Dead Man's Switch that can be activated from close range, if it should ever be necessary for security reasons.

FWD: Urgent! Surveillance Compromised
This is DED Agent Wilkes reporting in again.
I now have reason to believe that Subject M61089 is aware of our surveillance team. His recent behavior warrants more than typical drug use. A new firewall program has given my team much difficulty in re-gaining access into his neural database. Up until this point, the security on his databases had remained consistant and easy to over-ride. This change has temporarily prevented us from tapping into his personal logs and communications.
Furthermore, it appears someone has given him specific information about our investigation. The mention of a "DED file" was brought up in several of his conversations prior to the altering of his firewall.
Since these communications, Mintor has left the 'Starfish Operating Syndicate' and joined up with a new entity, 'Stillwater Corporation'. This new employeer is supposedly a joint Thukker & Angel Cartel venture however, information about this organization is very limited at this point. We do know that the CEO is a Mrs. "Nakatre Read", former Cartel employee. It is likely that Mintor is still involved in criminal activity and the Thukker side is just a front for Cartel business.
My scouts have reported that Subject M61089 is making trips between the Republic and Mandate almost daily. Due to the recent firewall obstacle, I am unable to decipher the reasons behind these trips. Upon request, SCC kindly handed over market records on Subject M61089. It seems that Mintor is attempting to legitimize his assets and his image with the help of trade.

This report is regarding the incident on February 24th when Subject M61089 was found floating unconcious in a Gallente shuttle in the middle of Mimiror. DED search & rescue was sent out looking for him when we recieved an anonymous distress call from a woman. After towing his ship and extracting his pod, he was taken to the nearest station in Unertek for medical evaluation.

At approximately 11:27 hours, I was notified of a new patient placed under my care, a capsuleer known as "Eran Mintor". A D.E.D. search & rescue team was responsible for finding him and brought him here. All they told me was his name and where they found him, half-frozen stiff and unconcious in a shuttle somewhere in Mimiror.
I didn't bother to ask anything else. They told me what they wanted done on him and I obliged. They were quite keen to stick around and watch...seems they had some interest in the patient beyond his welfare.
After the nurses ensured that his life-systems were functioning, I first extracted blood from the patient. A few tests revealed that Mr. Mintor had consumed a large quantity of narcotics earlier that day. His system contained several different types of substances. The first and most abundant narcotic present is a very popular substance known as "blue-pill". This sort of stuff you usually find used by "hip" teenagers, often over-used at club events or parties. The second substance I found in Mintor's blood was "crash", a more addictive and abrasive narcotic. The mix of blue-pill and crash can have fatal effects on a human body; Mr. Mintor is lucky to be alive at this moment. The third and final substance was drop, a hallucinogenic known to cause dementia. The mix of these three substances all at once can have many harmful effects on the users brain and nervous system. It is likely that the mix caused him to go into a coma, usually the last step before death when overdosing.
A sample of the patients blood was saved for DNA archiving. This was done as requested by the D.E.D. officers, and the sample was handed over to them.
At this point, Mr. Mintor began to awaken and react violently. He spat out a few incoherent words and lunged at a nurse. Thankfully, the D.E.D. officers were in the room and were able to hold him down until proper restraints were placed on the patient, and a steady supply of anesthesia was secured around his mouth. Soon, Mr. Mintor was unconcious again and I was told to continue my work.
They wished for me to operate on him. I protested because there was no surgery that I found necessary, he only needed some time to sober up and rest. The D.E.D. officers insisted, and forced an implant into my hand that they told me was to be carefully placed inside of the patients skull. Again, I obliged, as I was unsure what they would do to me if I refused...
During the operation, they told me that they did not wish to harm the patient, but were interested in tracking his movements and monitoring other "unimportant" information on the patient. I brought up the fact he was a capsuleer and probably capable of "clone-jumping" to replace implants, like I had heard from friends in the Fleet, but the D.E.D. officers just laughed and shook their heads...Don't ask don't tell seems to be a policy that they live by.
After the implant had been secured, we tried to online the programming. This caused the patient to thrash about wildly, shouting out names and even crying; things I've never witnessed someone with implants experience before...
I told the officers that this was a very un-common side-effect, but they did not seem to care and told me to hurry up and finish. After patching up the incisions, Mr. Mintor was given an eight hour rehabilitation period before we released him. DED gave us strict orders not to inform him, or anyone else, about anything that happened while he was unconcious...

DED Observations
This is DED Agent Wilkes. I have been assigned to subject M61089, "Mintor, Eran" as the intelligence officer in charge of surveillance.
Firstly, I wish to note that subject M61089 has acquired a bounty on his head.
Review of the subject's security logs confirm recent hostility in low-security spaces. The reasons surrounding his bounty are unknown and communication logs have been unable to find anything of substance. DED bounty logs show a "Calchen" as the main contributor, placing approximately 2.5 million ISK on his head. "Calchen" is a member of the 'Starfish Operating Syndicate', the same corporation that Mintor has been employed by for just over one day. This could be evidence of a dispute caused by Mintor between other members of the SFOPS organization however, the bounty was placed several days before his application. Futher inquiry will be made into this matter.
Furthermore, subject M61089 seems to be growing increasingly paranoid. His personal logs state he believes he's being monitored. Mintor spends many hours cooped up in his star-ships, often sleeping in space instead of docking at the nearest station. This paranoia conicides with his increasing drug habits and is assumed to be the source of his delusions. I have no reason to believe he has any evidence of our investigation.
Recent communication logs show that Mintor is still in contact with militia command and has even led a small defense fleet against the Amarr in Metropolis. Other communications include several organizations currently at odds with eachother. Most note-worthy is the 'Ammatar Free Corps' and 'Ghost Festival'. Subject M61098 recently recieved a wire-transfer of 10 million ISK from a member of 'Ghost Festival' for reasons unknown. No logs have been found to reveal what the payment was for. No logs have been found to connect him with any criminal plot as of this moment.
I forwarded Mintor's recent personal & communcation logs to a psychologist for mental review. Dr. Yangtze concluded that subject M61089 is mentally unstable, yet acting much happier than normal. This is probably due in part to the re-kindling of his friendship with ex-lover, Sophie Starsparrow-Hughes.

This is Eran Mintor... today is February sixth. I am aboard the Ferox-class battlcruiser "Ueiban" in the Heild solar system. I'm docking up here in Molden Heath to meet with some relatives I have not seen in months. It has been...just over eight days since I have left the Valklear Guard. I've returned to the League' to attend to family matters and get my old friends re-estabilished in New Eden...
Well...that's what I'm telling folks. When I say I've left for family, it's not entirely true. After seven continuous months of militia work in the Valklear Guard and 17th Minmatar Tactical Wing, I have begun to question the war's ability to satisfy our goals.
For one thing, the lack of appropriate personnel standards in the enlistment process makes for a very difficult job. Shakor does not pay too much attention to our work and there is little direction from the Republic Fleet, or from Shakor.
We were left to create a militia infastructure on our own. It's up to the militia pilots to police eachother and provide goals to work for. Kri'tak was born out of the need for an established voice and direction for the militia to follow. In the beginning we thrived; our numbers and might overpowered the Amarr Navy and capsuleer contingent. Eight Amarr systems were conquered by the Minmatar liberation forces within the first few weeks. Bloody landing parties freed millions and millions of slaves; I had never seen anything like it. I landed planetside in Ezzara and Kourmonen to witness several of these occupational procedures and survey the aftermath of the orbital bombardment. The demeanor of the newly freed slaves was mixed...they either thanked us for our sacrifice to save them and their children, or spat in our face and cursed at us...
At first I did not understand why they were so unthankful, but then I looked out over a ridge to see the earth scarred and barren, some terrain still burning or smoking. The local settlement was leveled and many refugees had wounds and faces covered in ash...it was a sight to make your stomach churn...I thought about my family back in Metropolis and wondered if I could truely protect them from this war of atrocity. Almost the same amount of lives were lost, as were freed.
After our intial gains, we lost much manpower. The Minmatar militia has always consisted of a pirate elements, who accounted for a large percentage of our competent fighters. It was never an option to turn these people away, so many were pushed to look past these criminals mis-givings and overall lack of discipline. This became more of a problem with the organization known as Heretics.
Heretics are a pirate group who are led by their esteemed leader & field commander called "MirrorGod". After several months of fighting, field commanders came and went, and different corporations competed for the name as the "premier" militia corporation. Heretics and MirrorGod stood out, as Mirror was one of our best field commanders and led us to many victories over the Amarr forces. However, the time came when he chose to double-crosse the Minmatar militia and turn to piracy on our own assets and warships.
There is much to tell about this but I will opt not to for security reasons should this log ever leak out...I'm beginning to believe that I'm being watched and the necessary measures must now be taken to prevent collateral damage.
In the end, Mirror returned to the militia to much dismay and was greeted with a war declaration, among other things. I pushed leaders of the different corporations to put a stop to the collateral damage, and I unfortunately gave Mirror some elbow room in the process...surely a dire mistake on my part.
Kri'tak has yet to take full control of the militia masses; MirrorGod almost has majority reign of militia forces again, filling a gap I left open in my stead. His priorities do not coincide with the TLF, those being the liberation of our men, women, & children in the Amarr worlds. Surely, we must not leave the desperate people of Lantorn to be subjected to slavery once more! Mirror's siphoning of our forces into Providence will lead to more systems lost to Crusade forces, such as Lantorn. Shakor and other Minmatar officials have completely looked past his crimes and it troubles me knowing that I've left the militia on such terms...
But alas, I do not agree with this war. I feel that this conflict is only driving our people closer to extinction and feeding more hate and propaganda into the minds of adolecents. Genocide is often declared the answer by supporters of the war. This is a flawed analysis in dire need of review should we wish to remain in existance...I speak for human-kind as much as I do for the Matari.

I seem to be at a crossroad, and I'm unsure of which path to take. I've taken some time off to get some...distance.
My niece was on the colony of Lantorn V when the orbital bombardments began. She was killed and I have noone to blame but myself.
I'm not quite feeling like myself anymore...or perhaps I'm finally coming to understand freedom...
